Job Summary

Oversee and project manages all land use permitting activities related to aggregate resources within that sub-region. 

Job Responsibilities

  • Must be able to coordinate billing with Cemex policy and track costs, provide budget revisions/history substantiation for change orders, as well as provide project schedules on a regular basis.  
  • Must be able to work with and manage an assortment of inter-disciplinary consultants and legal counsel on various projects at the same time.  
  • Must be able to negotiate effectively and with diplomacy city, county, state and federal agency staff personnel.  
  • Document categorization in the Environmental Land Management System (ELMS) is required.  
  • It will be the responsibility of the RM to ensure that all documents related to the operation of those particular aggregate plants in the sub-region will be input into ELMS, and time specific conditions/requirements will be notification prioritized. 
  • It is incumbent that the RM promotes “Zero for Life” with all direct reports as well as their interaction with all personnel in the company at all times. 
  • Reserve Identification:  The RM for their particular sub-region is responsible for facilitating with the Director of Aggregate Resources as well as their respective VP/GM, Planning, and the Mine Planning Group Manager a monthly review and assessment of reserve opportunities.  This requires coordination with all stakeholders within the sub-region and submitting a monthly status report in the format selected for the region.  It will the responsibility of the RM to ensure that all data collected on potential opportunity sites (maps, QC data, agreements, leases etc.) are entered into the proper ELMS data base categories and prioritized for appropriate notifications as appropriate.


  • 1-5 years of experience
  • BA/BS:  Geography, Urban Planning, Construction Management, Environmental Sciences

Knowledge, Skills, and Abilities

  • An understanding of the California Environmental Quality Act (CEQA) and the Surface Mining and Reclamation Act (SMARA) are important to working in California. 
  • A good understanding of mine and reclamation planning is helpful.
  • Basic understanding of aggregate plant operations and constraints is helpful.  
  • Additional understanding and management of community relations, government relations and public relations is important. 
  • SAP experience preferred Exceptional communication and presentation skills 
  • Must be able to clearly speak and write in English, bilingual in Spanish, a plus
  •  Strong networking ability 
  • Ability to work independently and lead in a team environment

Working Conditions

  • Capability to work extended hours as necessary
  • Ability to work with standard office/computer equipment 
  • At times, requires working in hot, dusty, or wet conditions with exposure to loud noises
  • Travel required

Physical Requirements

  • Requries walking, sitting, lifting, pushing and pulling to a significant degree
  • Exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently
  • Job involves sitting most of the time, but also involves walking or standing for brief periods of time 
  • While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors
