Job Summary

The Industrial Hygiene, Health & Safety Manager is responsible for developing, implementing, and managing comprehensive Health, Safety, and Industrial Hygiene programs across assigned operations. This role ensures compliance with federal and state regulations (OSHA, MSHA, DOT, FMCSA) and supports leaders in building a proactive safety culture that minimizes occupational exposure risks and prevents injuries, illnesses, and incidents.

Job Responsibilities

  • Lead identification, evaluation, and control of workplace health hazards including noise, silica dust, chemicals, heat stress, respirable particulates, and other exposures.
  • Conduct IH assessments using approved sampling methodologies and recommend engineering, administrative, or PPE based controls.
  • Oversee medical surveillance programs aligned with exposure risks (respiratory, audiometric, etc.).
  • Maintain IH documentation, sampling records, and regulatory reporting requirements.
  • Implement and manage site specific H&S programs in alignment with global and regional CEMEX H&S requirements.
  • Support Zero4Life initiatives, ensuring policies and procedures drive a zero injury and zero incident culture.
  • Conduct routine safety inspections, risk assessments, and behavioral observations to identify improvement opportunities.
  • Guide site teams in executing corrective actions and continuous improvement initiatives.
  • Deliver training on industrial hygiene, hazard communication, confined space, PPE, emergency response, ergonomics, LOTO, and other critical topics.
  • Provide coaching and technical expertise to operational leaders, supervisors, and employees regarding regulatory compliance and safe work practices.
  • Support divisional audits, follow up actions, and compliance verification activities.
  • Maintain compliance with OSHA, MSHA, DOT/FMCSA, EPA, and other regulatory bodies.
  • Conduct or support incident investigations and root cause analyses to ensure accurate reporting and effective corrective actions.
  • Assist in managing IH and H&S related permitting, inspections, and external agency interactions.
  • Oversee emergency response planning and ensure readiness for potential IH or H&S events.
  • Support management of workplace injury cases and guide return to work processes.

Qualifications

  • Bachelor’s degree in Industrial Hygiene, Occupational Health, Environmental Science, Safety, Engineering, or related field.
  • 3–5+ years of experience in industrial hygiene, occupational health, H&S management, or industrial operations.
  • Working knowledge of OSHA, MSHA, NIOSH, ACGIH, and IH exposure assessment standards.
  • Experience conducting IH monitoring and implementing exposure‑control strategies.
  • Professional certifications (CIH, CSP, CHMM, CMSP).
  • Experience in cement, mining, aggregates, oil & gas, chemical, or heavy industrial manufacturing environments.
  • Familiarity with systems such as Intelex, DriveCam, MSDSonline/VelocityEHS, and contractor management platforms.

  • Ability to work independently with cross‑functional teams across multiple locations.

Working Conditions

  • Frequent travel to plants, terminals, quarries, and operational sites.
  • Ability to work in industrial environments requiring PPE and physical mobility.
  • Occasional work at heights, confined spaces, or outdoors in varying conditions.

Physical Requirements

  • Requires walking, sitting, lifting, pushing, pulling, and climbing to a significant degree
  • Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently.   Job involves sitting most of the time, but also involves walking or standing for brief periods of time
  • While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors
