Job Summary

The CAPEX Manager is a pivotal leadership role responsible for the effective execution of all procurement activities for CAPEX project(s). Develops and implements project procurement strategies and activities to mitigate risk, in alignment with organization objectives, i.e., estimating, budgeting, scheduling, savings, quality, etc. Ensuring effective communication and collaboration between corporate procurement and regional operations to achieve objectives

Job Responsibilities

  • Develops the appropriate sourcing and commercial strategy in collaboration with team members and delivers the CAPEX Project Plan for all project materials, equipment, and service as defined by annual planning / estimating list in alignment with current policies and procedures. Responsible for delivering the annual negotiation saving goals to the corporate procurement team. Responsible for planning and monitoring the region’s operations capital investment expenditures.
  • Establishes key interfaces and builds relationships with internal customers and key team members in support of alignment of CAPEX project goals.
  • Collaborates and assists with regional procurement team and operations to develop the technical requirements and specification. Works closely with regional procurement team and operations to ensure the schedule, budget, savings, quality and delivery of the goods and service. 
  • Provides timely information to management of any supplier or procurement activity that impacts the delivery of materials or equipment either realizing an opportunity or indicating a potential risk for the project or organization goals.
  • On selected high critical or value materials or equipment, develops a negotiation plan, conducts a full commercial evaluation including pricing comparison analysis (price bench marking) and leads the negotiation for pricing and commercial condition.
  • Leads a technical evaluation / clarification meeting between bidders to internal engineering team / operations for CAPEX projects.
  • Develops, builds and maintains relationships with major equipment, materials and service suppliers to provide maximum utilization of their expertise, ideas, sourcing strategies, market intelligence, best practices and material application in order to achieve the best value. Identifies, resolves or mitigates performance issues relating to supplier performance while ensuring a positive working relationship with key or top suppliers.
  • Provides the project direction and ensures effective communication with the regional procurement team and operations.  Communicates and reports the progress of the CAPEX projects activities / status to the appropriate stakeholders on weekly basis.
  • Manages and continually assesses skill levels of direct reports and provides growth and development opportunities for direct reports. 
  • Other duties as assigned

Qualifications

  • Minimum 5 years’ experience of project procurement management, leading the procurement of  materials and equipment within the energy, oil and gas, mining/metals or related EPC industry
     
  • Bachelor degree in Supply Chain, Logistics, Industriual Distribution, Buiness or related field required

  • Ability to work in a team environment and collaborate across regions and functions
  • Good leadership skills, ability to manage and develop others
  • Supply market trends and products: up-to-date knowledge
  • Excellent communication skills
  • Excellent negotiation skills
  • Must have knowledge of purchasing equipment and bulk materials
  • Excellent understanding of project management
  • Strong knowledge and experience in managing contract development, terms and conditions, negotiation strategy and execution with internal customer alignment, etc
  • Must understand the work process for CAPEX Project estimating and planning
  • Must be able to solve problems
  • Must be able to travel as needed
  • SAP experience strongly preferred

Working Conditions

  • Capable of working in an open concept office environment
  • Job involves sitting most of the time, but also involves walking or standing for brief periods of time

 

Physical Requirements

  • Requires walking, sitting, lifting, pushing, pulling, and climbing to a significant degree
  • Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently.   While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors
