Job Summary

The Talent Acquisition Manager is responsible for the design and implementation of our talent acquisition strategy by strengthening the CX recruitment model, its systems, processes and sourcing initiatives in order to build a proactive pipeline of high caliber, diverse, and well-qualified talent pipeline. The above includes the administration of the Applicant Tracking System and some of its connecting platforms (job boards and background check). This role is an integral part of our vision, and will play a key role expanding our reach for talent, increasing our attractiveness as an employer, and ensuring a top of the line candidate experience while applying to jobs and joining CEMEX.

 

This role will function in a strategic, coordinated, and consultative role supporting all hiring and recruiting groups across the organization with recruiters reporting 20% of their objectives to it. 
 

Job Responsibilities

The Talent Acquisition Manager will lead all components of attracting, developing and retaining talent by the following actions:

  • Develop a collaborative talent acquisition team to find talent in an expedite way
  • Establish best practices to reduce sourcing costs while still finding quality talent on time
  • Provide key metrics related to recruiting efforts including average time to fill, average time a job is open, average cost per hire, hires per month, sourcing tracking, retention, etc. that help us improve hiring performance and close talent gaps
  • Act as liaison between recruiters to share candidates across regions and to balance workload during market cycles
  • Understand our talent market and design consistent competitive human capital strategies for talent acquisition
  • Develop higher use of technology and information systems to search for talent (Job boards, SSFF, LinkedIn, Devine, etc.), onboard new hires, and improve hiring decision making
  • Work with Talent Development and Performance insight to analyzes successful profiles that enhance the likelihood of potential talent meeting our culture and values and staying with us.
  • Formulate strategy and processes to improve identification, recruiting, and hiring of critical positions and roles
  • Foster a culture of continuous improvement and innovation that revise our HR hiring and onboarding processes to maximize our competitiveness attracting talent at all times
  • Maintain expert knowledge of functional specialty by staying abreast of best practices, legal developments, emerging trends, technological advancements and benchmark comparisons to enhance the recruitment, screening and hiring of qualified individuals.

 
 

Qualifications

  • Bachelor's degree from a four-year college or university in Business Administration, Human Resources, or related field required
  • A minimum of 10 years of experience with proven success in full-cycle recruitment
  • Experience utilizing an ATS for recruitment efforts such as Taleo, SuccessFactors, or similar

Knowledge, Skills, and Abilities

  • Skilled proficiency interviewing, particularly with the use of behavioral methods, to establish rapport with candidates and gather information for hiring decisions
  • Skilled experience working with recruiting techniques and employment policies and procedures
  • Proficiency with Microsoft Office 365 and systems related to hiring and onboarding

Working Conditions

  • Capability to work extended hours as necessary
  • Ability to work with standard office/computer equipment
  • Capable of working in an open office environment
  • Travel required with overnight stays (up to 25% per year)

Physical Requirements

  • Walking, sitting, standing, lifting, pushing, pulling, and climbing to a significant degree
  • Exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently
  • While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors
  • Requires stationary position, traverse, move, transport, and the ability to significant degree to operate, activate, use, prepare, inspect, place, detect, or position
  • Exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently
  • While performing the duties of this job, the employee is regularly required to communicate with employees and other individuals as well as function safely within an office environment and, on occasion, may visit industrial plant locations
