Job Summary

Responsible for the implementation and management of comprehensive Health and Safety programs for the cement manufacturing projects organization.  The comprehensive Health and Safety program will be defined by the parameters of the global CEMEX, Inc. Health and Safety Department, and CEMEX, Inc. Health and Safety programs.  The successful candidate will partner and work closely with the projects organization, including procurement, legal, other internal stakeholders and vendors to achieve best in class performance in health and safety.  

Job Responsibilities

  • Work to instill Zero4Life as the fundamental driver to an injury free workplace within the scope of the cement projects organization.  
  • Identify best practices and develop comprehensive, site-specific Health and Safety policies and procedures that drive a zero injury and zero preventable vehicle incident culture.
  • Provide technical advice, coaching and guidance on health and safety training programs to address regulatory requirements and site-specific operational and safety concerns.
  • Work with DOT, FMCSA, MSHA, OSHA and other pertinent federal and state regulatory agencies to manage regulatory compliance.
  • Assist in conducting incident investigations and root cause analysis when incidents occur and ensure corrective actions are put in place to prevent recurrence.
  • Consult and guide projects management and contractors to oversee and manage injured employees through the transitional return to work process.
  • Participate in Health & Safety Management Systems audits and assist in follow up actions.
  • Be accountable for consistent and accurate execution of the Contractor Pre-qualification Process.
  • Assist with the development and communication of clear contractor safety roles and responsibilities to support the construction sites for Project Managers, Engineering, Start-up and other stakeholders.
  • Support the legal and procurement functions in maintaining current safety requirements in relevant contracts.
  • Conduct site visits to perform observations, support construction managers or participate in other site-based activities.
  • Prepare and maintain various reports and records to illustrate and communicate H&S performance.
  • Where applicable, supervise and provide guidance for the development of site health and safety resources by communicating clear objectives, goals and related deliverables and holding direct reports accountable.

Qualifications

  • 4-year degree in engineering, construction, or health and safety-related field
  • Minimum of 10 years experience in health and safety management for projects and construction, and/or relevant operations experience.  
  • Experience with contractor management and prequalification programs.
  • Possess (or currently pursuing) a Professional Engineer (PE), Associate Safety Professional (ASP), Certified Safety Professional (CSP) or other recognized professional certification.

Knowledge, Skills, and Abilities

  • Experience in dealing with multiple regulatory agencies including OSHA, MSHA, and DOT. 
  • Experience using sytems, data, and metrics to drive performance.
  • Detail oriented with strong organizational skills.
  • Strong analytical skills with demonstrated problem solving ability.
  • Team oriented with ability to also work independently as a self-starter.
  • Demonstrated leadership and decision-making ability through performance, assessment and interview process is required.
  • Ability to adapt well to fast-paced environments with changing circumstances, direction, and strategy.
  • Excellent written and verbal communication skills, including an ability to influence and partner with all levels of the organization and outside parties.

Working Conditions

  • Travel within the US up to 50% of the time.
  • Continuous exposure to extreme heat, extreme cold, extreme noise, and working outdoors
  • Must wear protective equipment while at the location

Physical Requirements

  • Requires walking, sitting, lifting, pushing, pulling, and climbing to a significant degree
  • Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently
  • Job involves sitting most of the time, but also involves walking or standing for brief periods of time
  • While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors as well as function safely around heavy rolling equipment
  • Must be able to perform all job functions which include, but may not be limited to, pushing, turning, and/or pulling of controls
