Job Description

Lead, develop and support the overall sourcing and delivery strategies of the mobile equipment and tire demands to assure business continuity at the lowest possible cost.  Lead and manage large scale complex negotiations and sourcing strategies for mobile equipment and tires attaching to the global sourcing methodology. She / He needs to get prepared and execute complex negotiations performing total cost benefit analysis and even making final supply recommendations to the business. As a change agent supporting major commercial decisions across a diverse set of stakeholders, the Global Negotiator must possess excellent project management, collaboration, and communication skills.

Main Responsibilities

  • Support large scale and ongoing negotiations for purchases of productive mobile assets and rubber tires.
  • Support a culture of procurement excellence so that procurement is viewed as a strategic partner, commercially responsible for procurement of mobile equipment categories in CEMEX.
  • Build internal capability across procurement to identify supply partners that position for optimal growth and profitability.
  • Provide leadership on spend analysis, strategic sourcing, sourcing PM and other technologies that can lower the total cost of ownership.
  • Develop the high level spend analysis and procurement category plan. Follow and track category plans including milestones, savings targets, resource requirements and implementation plans.
  • Support the development of Market Intelligence and RFP's strategies; manage development of RFQ documents to be distributed to qualified suppliers.
  • Lead detailed comparison of supplier RFQ responses (“bid tab analysis”); structure analyses 
  • Development of negotiation strategy; leverage Sourcing methodology for advanced cost modeling and sensitivity/scenario analysis.
  • Lead negotiations with shortlisted suppliers; communicate results to business; develop final sourcing recommendation(s) and ensure broad support among stakeholders.
  • Make award notification(s); continue to lead Strategic Sourcing project through contracting, confirming that negotiated outcomes are properly reflected in final contract language.
  • Track financial results, implementation performance and supplier performance; identify gaps and variances in performance and adjust restore performance to plan.
  • Manage supplier performance.
  • Monitor external markets for commercial opportunities and challenges, identify and resolve gaps between business requirements and supplier performance and identify and resolve gaps in BU compliance with procurement policies, programs, and contracts. Pinpoint the required resources for resolution and escalating issues as required.
  • Influence on new products or technologies to be tested in the operations and sign off by end users in global operations

Qualifications

  • Fluent in English & Spanish
  • At least 5 years of experience in Procurement or Business Development at managerial level.
  •  “Change Agent” in a “best-in-class” leading organization.
  • Graduated degree in International Business, Engineering, Finances or related discipline is required; Master degree in Supply Chain or a MBA is highly desirable.
  • International working exposure

INTERNAL: all business sectors inside CEMEX, Aggregates, Cement, Logistics, Ready-Mix and others at all CEMEX Countries at managerial and decision makers level.

EXTERNAL: Key Account stakeholders at VP and Director levels of top leading industry Companies such as Caterpillar, Komatsu, Volvo, XCMG, Doosan, Hyundai, Mercedes Benz, Paccar, MAN, FOTON, Sinotruk, Goodyear, Bridgestone, Triangle, Liugong, Zoomlion among other global vendors
