Job Summary

Under the direction of the VP Logistics, the Carrier Manager has the responsibility assessing trucking capacity needs, develop the carrier strategy for each market, negotiate rates with haulers and secure trucking capacity. This includes working closely with the logistics planning teams and Cemex Transport operations. Also, the Carrier Manager will develop and maintain haulers KPI’s, including safety and other performance metrics, address customer service issues, freight cost containment and resource allocation.

Job Responsibilities

  • Manage interaction with haulers, including rate negotiations, capacity allocation and safety performance. 
  • Work in close coordination with the logistics planning group on executing the carrier’s strategy for each market.
  • Evaluate, develop, and implement process change to improve overall service levels.
  • Communicates and implements company work rules, performance standards, develop and track KPI’s, and department operating policies.
  • Produce reports from SAP, TMS and other sources of information to track freight payable spending and other KPI’s.
  • Provides direction, training, and development within the work group.
  • Provides resolution of inter-departmental issues.
  • Maintains training and developmental records.
  • Supply Chain support to the Regional Logistics operations Cement.
  • Responsible of securing trucking capacity to fulfill cement, fly ash and slag needs for internal and external customers.
  • Responsible for the execution of the plan for distributing cement and fly ash via truck to internal Ready-Mix plants and external customers
  • Ensures that all carriers comply with legal, quality and safety standards.
  • Establishes and measures KPIs to drive performance for delivery performance, shipping costs, Safety. 
  • Investigates cause analysis issues for problem reconciliation and leads corrective action for complaints related to transportation, logistics handling and delivery of products.
  • Improve truck utilization by finding ways to optimize truck capacity. 
  • Performs other duties as assigned. 


  • Bachelor’s degree strongly preferred

Knowledge, Skills, and Abilities

  • 5+ years of management experience in Transportation industry.
  • 5+ years of management experience in dispatching, scheduling, and shipping in a similar industry.
  • Experience managing information and producing reports in Excel. 

Working Conditions

  • Frequent sitting, standing, and walking.
  • Normal office environment.

Physical Requirements

  • Requires walking, sitting, lifting, pushing, pulling, and climbing to a significant degree
  • Exerting up to 50 pounds of force occasionally, and/ or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors
