Job Summary

The Asphalt Business Development Manager will be responsible for leading the asphalt business development efforts in the US, including comprehensive market analysis, acquisitions, green-field projects, joint ventures, and integrations. This position will work closely with the global Urbanization Solutions group and the US Strategic Planning team to ensure alignment between global and U.S. strategy. As well as, with other regional businesses and commercial teams to maximize synergies between business lines. This position reports directly to the VP of Planning for Urbanizations Solutions. Location preferences are Phoenix, AZ or Tampa, Orlando, Miami, FL.

Job Responsibilities

  • Manage asphalt business analysis for all key US metropolis where we operate and where we have strong aggregates positions.
  • Develop a comprehensive understanding of each market, key players, profitability profiles, competitive dynamics, existing pain points, market trends, product offerings and potential synergies with other CEMEX businesses.
  • Work with external advisors and other areas of the company to define market entry strategies and identify organic and inorganic growth opportunities based on market needs and trends. 
  • Manage the analysis of each inorganic growth target and evaluate their fit with the specified strategy. 
  • Perform financial models and build business cases for each market according to defined strategies.
  • Prepare presentations for senior management containing business cases and proposed course of action. 
  • Lead negotiations and business development efforts based on the approved business plans.
  • Manage and oversee execution plans.
  • Support recruitment of key team members to manage acquired or internally grown businesses.
  • Continuously identify best practices, market trends, innovative products and changing customer needs in all key US markets. 


  • Bachelor’s degree required, civil engineering, industrial engineering or business preferred. MBA preferred. 
  • Extensive knowledge of the asphalt business in key metropolis in FL, TX, CA, GA or AZ. 
  • Minimum 7 to 10 years’ experience managing and growing asphalt or asphalt related businesses.
  • Minimum 7 to 10 years’ Prior business development experience acquiring or starting asphalt or related businesses.
  • Prior experience working for companies that produce asphalt and sell to placement contractors, but that are not integrated with paving contractors. 
  • Strong quantitative, analytical, communication and project management skills – problem solver that seeks the best solution.
  • Ability to lead teams in preparing and executing business plans to enter new markets.
  • Strong relationships with customers, contractors, and DOT offices. 
  • Solid interpersonal skills to work with other areas of the company to meet growth objectives.
  • Strong adherence to safety and prior experience working in companies with strong safety cultures.
  • Continuous improvement mindset.

Knowledge, Skills, and Abilities

  • Demonstrated strategic thinking skills 
  • Ability to work on multiple projects simultaneously with a sense of urgency. 
  • Advanced MS-Office skills, with emphasis on PowerPoint and Excel.
  • SAP experience preferred. 
  • Exceptional communication and presentation skills.
  • Strong networking ability and industry association. 
  • Ability to work in a team environment.
  • Ability to work remotely or with remote resources if required.
  • Ability to adapt to changing conditions and strategies.
  • Ability to maintain and handle confidential information.

Working Conditions

  • While performing the duties of this job, the employee is regularly required to communicate with employees and other individuals as well as function safely within an office environment and industrial plant locations (PPE will be required).
  • Travel required.
  • Able to work extended hours as needed.
  • Able to work with standard office/computer equipment. 
  • Able to work in an open concept office environment.
  • Able to work independently and in a team environment. 
  • Able to travel up to 25% 

Physical Requirements

  • Requires stationary position, traverse, move, transport, and the ability to significant degree to operate, activate, use, prepare, inspect, place, detect, or position.
  • Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently. Job involves sitting most of the time, but also involves walking or standing for brief periods of time.
