Job Summary
Manage all aspects of a one or more multi-million-dollar projects for construction and commissioning of cement terminals/plants in the USA, and or any other major project that might be smaller in scope for one facility but that together with other facilities in the USA amount to a Major Project in scope. Plan and facilitate the execution of multiple awarded projects, are responsible for maintaining accurate records on projects including project setup, schedules and tracking costs from the pre-construction to post-construction phase and preparing reports.
Job Responsibilities
Safety

- Adhere to all CEMEX, OSHA and MSHA rules and regulations at all times and wear proper safety equipment while on plant grounds.
Program/Project Management
- Leading and manage all aspects major complex programs/projects valued from $100K to several million dollars.
- Work effectively with other functional areas of Cemex: Global Operations & Technical, Process & IT, Cement Operations, Legal & Sustainability.
- Represent Cemex, establish and maintain relationships with local agencies, Port Authorities, landowners, etc.
- Establish and maintain relationships with existing internal customers, vendors, and engineering firms.
- Take the lead and ownership to drive the program forward (safely and compliantly) on time and within budget.
- Collaborate and work with internal customers and contractors if project issues occur that are beyond the scope of the department.
- Commit 100% to the leadership role for the duration of the project/program.
- Make accurate quantity surveys and estimate the cost of materials, labor, equipment, and subcontractor's work, making certain that all areas have been accounted for prior to submitting estimate for review.
- Sets deadlines, assigns responsibilities, monitors execution, and summarizes progress of project.
- Order and review Plans and Specifications.
- Build job framework, schedules, costs and margins.
- Review bids before distribution to internal customers.
- Prepare requests of proposals, evaluate proposal responses, and assist Procurement with negotiation and preparation of contracts. Negotiate proposal vs. contract discrepancies with vendors, if necessary.
- Project setup and prepare all required documentation and files.
- Manage the daily details of the project, including purchases, subcontracting, changes and coordination of office and field activities during the construction period.
- Responsible for the project budget and schedule.
- Timely and periodically prepares reports for management regarding status of project including project budget and schedule.
- Interface with and address ongoing design issues and requests for information (RFI’s) within the company engineering and construction companies. Review and approve vendor and engineering drawings as needed.
- Estimate and submit timely change proposals to management. Prepare and execute change order.
- Monitor contractor and vendor progress and evaluate / approve invoices for payment.
- Approve/prepare data that might be need it for monthly invoices.
- Coordinate contractor activities with plant/terminal operations.
- Coordinate with the contractor for material deliveries and subcontract work in accordance with progress schedule and adjust as necessary due to changes.
- Ensure proper handover of new equipment including all safety devices, troubleshooting procedures, LOTOTO procedures and all related standard works for safe operation.
- Conducts analysis of the project to improve the development, and coordinates with other areas in a team effort, to ensure that all problems are identified, addressed and timely solved.
Qualifications
- Mechanical Engineering or BS Civil or any other relevant bachelor’s degree in technical field.
- At least 15 years of experience in project management with leading responsibility.
- PMI’s Project Management Professional Certification.
- Master’s Degree preferable.
- Preferable experience in the cement industry.
- Bilingual (English & Spanish).
- Strong safety focus.
- Possess valid driver’s license.
Knowledge, Skills, and Abilities
- Solid Project Management skills.
- Critical path identification and management of project deadlines/commitments.
- High-level computer proficiency and utilization of project management tools is required including Microsoft Project, Microsoft Excel, Microsoft PowerPoint, Microsoft Word, and AutoCAD with ability to learn and utilize Bid2Win estimating, Timberline, Scan Market and any other programs as required
- Ability to develop Executive Level presentations with project updates, timelines/roadmaps and reporting.
- Solid financial skills and experience in developing, tracking and monitor project budgets; ensure adherence by evaluating & managing costs associated with projects.
- Able to analyze information and drive initiatives.
- Ability to perform work Safely and promote all CEMEX Core Values.
- Ability to communicate effectively both orally and in writing to employees and others.
- Maintain confidentiality in daily operations.
- Able to interface with all departmental (environmental, planning, operations, etc.) needs and requirements as well as with governmental agencies.
- Strong supervisory or management experience.
- Experience developing documents for project proposals, evaluating proposals’ responses
- Experience with selection of contractors and implementing contract agreements for these.
- Experience managing multiple projects and contractors with budgetary oversight of these.
- Adept in the use of project management software.
- Familiar with industry concepts, practices, and procedures.
- Organizational skills and detailed oriented.
Working Conditions
- Willingness to commit for the role/assignment for at least the duration of the project/program
- Mobile; flexibility to relocate for multiyear programs.
- Capability to work extended hours as necessary.
- Ability to participate in required overnight travel as necessary.
- Occasional exposure to some extreme heat, extreme cold, extreme noise, dust and working outdoors.
- Must wear protective equipment while at the locations.
Physical Requirements
- Requires walking, sitting, lifting, pushing, pulling, and climbing to a significant degree
- Medium Work-Exerting up to 50 pounds of force occasionally, and/or up to 50 pounds or force frequently, and/or up to 20 pounds of force constantly to move objects
- While performing the duties of this job, the employee is regularly required to talk and hear, to communicate to employees/visitors as well as function safely around heavy rolling equipment
- Must be able to perform all job functions which include, but may not be limited to, pushing, turning, and/or pulling of controls.
