Job Summary

Under the guidance of the Regional Vice President of Supply Chain, the Supply Chain Regional Operations Manager assumes a pivotal role in overseeing multifaceted supply chain operations within the region. This role entails ensuring safety, operational efficiency, regulatory compliance, and fostering employee engagement across 12 cement terminals. The incumbent will navigate a complex matrix environment, often necessitating leadership through influence.

Job Responsibilities

Safety and Compliance, Terminal Network, Execution:

  • Ensuring strict adherence to safety protocols, environmental regulations, and legal requirements
  • Maintain a safe workplace environment, striving for zero occupational injuries, accidents, and environmental incidents by OSHA/MSHA regulations
  • Oversee terminal operations, including safety protocols, personnel management, engagement initiatives, product replenishment, productivity enhancement, and maintenance
  • Support the execution of the Supply Chain Plan with precision, minimizing disruptions by addressing challenges related to equipment reliability and staffing

Operations & Maintenance:

  • Responsible for developing, evaluating, implementing, and managing the maintenance programs to minimize costs and achieve optimum productivity and efficiency
  • Promote best practices/inspections established for preventative, predictive and corrective maintenance.
  • Ensure the creation of proper standard work for specific equipment repairs and the maintenance tasks involved.
  • Ensure business continuity by leading teams performing varied responsibilities related to terminal production and maintenance, equipment maintenance
  • Engage with external mechanical and electrical contractors (vendors) to perform maintenance jobs and repairs.
  • Develop 5-year plan for Capital Investments (CAPEX) and prioritize on an annual basis and improvement plan needs.
  • Create and monitor operations budgets, identify, and implement capital improvement projects
  • Responsible for operational readiness and business continuity of the terminals
  • Ensures that all terminal facilities follow federal/state regulations and requirements
  • Ensure inventory accuracy by accurate silo measurements, scale calibrations, maintaining the unloading equipment, and reviewing any discrepancies

  • Empower direct reports to lead with the ownership to drive the operations forward, safely and compliantly
  • Act as a mentor to a diverse team of supply chain professionals
  • Be an example and promoter of safety
  • Lead work teams through example and motivation, instruction, coaching, discipline and otherwise oversee employee work performance
  • Promoting learning new technical skills that will better them professionally and help improve our operations
  • Ensure our operations are properly staffed. Follow up with our HR team to recruitment process

Stakeholder Collaboration:

  • Collaborate with a broad array of stakeholders and that sometimes have competing priorities and objectives
  • Work closely with suppliers, customers, internal business units, sales teams, accounting, and other key partners to facilitate efficient supply chain operations
  • Represent Cemex with local agencies, Port Authorities, landowners, etc
  • Establish and maintain relationships with internal Procurement team, vendors, and contractors
  • Coordinates the requests of proposals, evaluates proposal responses, and assists Procurement with negotiation and preparation of purchase orders. Negotiate proposal vs. contract discrepancies with vendors, if necessary.
  • Cultivate and sustain positive relationships with local rail partners (trainmasters) to ensure smooth operations while requiring high service standards.
  • Maintain a relationship with Ready Mix Ops, Ready Mix Quality Control, Cement Tech Services, to ensure product availability as well as coordinate efforts related to cement source changes.

Qualifications

  • 5-10+ years of experience in a Supply Chain Operations position working on an extensive network to distribute products by rail and truck with a solid track record.
  • Direct operating experience of a complex terminal network, managing / leading rail and operations teams with rail and truck distribution.
  • Comfortable working with a diverse, multi-cultural team in a highly matrixed organization.
  • Previous experience contracting work with external vendors.
  • Fluent in English
  • SAP knowledge of the maintenance and purchasing modules is a plus.

Knowledge, Skills, and Abilities

Knowledge:

In-depth understanding of safety regulations and the ability to instill and promote a strong safety culture throughout the organization.
Profound knowledge of environmental regulations and a commitment to environmental compliance.
Comprehensive knowledge of operating equipment including but not limited to compressors, pumps, air slides, bucket elevators, MCC’s, scales, loading spouts, rail unloading equipment, among others.
Adept at supply chain planning and execution, with a keen ability to minimize disruptions and address potential challenges.
Understanding of complex matrix organizational structures and experience in collaborating with various stakeholders.

Exceptional leadership and team management skills with the ability to mentor and inspire a diverse team of supply chain professionals and field personnel.
Strong problem-solving and strategic thinking skills, including the capacity to adapt to an evolving and ambiguous environment.
Excellent communication and interpersonal skills, with the ability to engage effectively with both internal and external stakeholders.

Working Conditions

  • Overnight travel up to 40% of the time.
  • Capable of working in an office environment, but comfortable to be in the field visiting operations.
  • Some exposure to dust, noise and extreme temperatures
  • Capable of working extended hours as needed.
  • This position will be based in Atlanta Georgia.
     

Physical Requirements

  • Requires walking, sitting, lifting, pushing, pulling, and climbing to a significant degree
  • Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently.   Job involves sitting most of the time, but also involves walking or standing for brief periods of time
  • While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors
